I add an extra step. I add some of my state-specific edits to an existing NPCR edit set. But you can't edit an edit set that is owned by another agency. To do this, I need to first make a copy of the NPCR edit set. Then in the copy, I change the agency owner to my agency, edit set name, and edit set code. I save the copy. I delete the NPCR edit set. I then change the edit set name and code back to the original name and code.
